Connecting the dots: linking climate change resilience to human capital


Climate change and its impacts are increasingly exposing mankind to new vulnerabilities and exacerbating existing ones. In addition to geographical sensitivity to climate change, countries that are less endowed in human capital indicators are more susceptible to the adverse effects of climate change.

To build climate resilience, it is imperative to invest in the capacities of people to enable them to respond to changing climate more effectively.  This report explores the different pathways through which vulnerability to climate change depends on the capacities of people, and how these capacities can improve people’s ability to adapt to climate change.
